My father was a pilot in Vietnam and went on to fly airliners until he retired. In the aviation industry, it has sometimes been stated that a landing is nothing more than a controlled crash. Real estate development is not very different. In the urban environment, everyone has an opinion about your project, and some of these opinions may have consequences. Those opposed to a project will use every legal advantage to prevent its success.

Once through the entitlements phase, 100,000 data points will inform half a million design decisions. Not every fact will be known at once, nor at the time it was most needed. The design process is cyclical. As data points come to light, decisions are considered, made, reconsidered, and changed. The design process is not linear. It is a spiral.

After the design is sufficiently resolved and permits are granted, construction begins. The construction process is, at best, controlled chaos. And the project goes into the fourth design phase. Irresolution is discovered and addressed. The best contractors will have controls in place to inform the design team in a timely manner of inconsistencies and smoothly guide each phase into the next. Lesser contractors will not.
